Context
There is a desire at PHECC to achieve quality-based external accreditation with both of its quality assessment standards. The Governance Validation Framework (GVF) is a system designed to assure and improve the quality of services who deliver pre-hospital care to the public and the Quality Review Framework (QRF) is a similar process that supports the Educational delivery organisations i.e Recognised Institutions and Associated Training Institutions. Both processes support licensing systems.
Aim of Tender
Review the Governance Validation Framework (GVF) and the Quality Review Framework (QRF) with a view to supporting merging of both processes This review should reference external quality-based standards as appropriate and ensure established principles of quality assurance and improvement are observed and referenced in the final report.
Objectives
- Support the merging of the GVF and QRF systems by:
(a) Review the Policies, Procedures Guidelines and processes followed in both frameworks.
(b) Review documentation that supports each system including forms, template- based reports.
(c) Identify aligned and non-aligned items in the standards and identify any gaps that may exist.
(d) identify the steps to achieve best practice and to merge both frameworks.
(e) Identify alignment/non-alignment in operational processes.
- Review the arrangements related to management of assessment in GVF and QRF.
I. Identify alignment in assessment processes and any gaps.
- Review I.T arrangements in GVF and QRF, including electronic portal and assessor access platforms
I. Identify areas of commonality in data to each system.
II. recommendations to achieve best practice in this area.
- Review requirements for assessors and recommendations to achieve best practice in this area including identifying support required for assessors to achieve best practice in this area.
- Identify a series of Key Performance Indicators related to each framework to effectively monitor operations.
Key Output
- A confidential report, addressed to r.ellis@phecc.ie, addressing the 5 objectives above which includes a full set of recommendations to achieve best practice whilst supporting a merger of the GVF and QRF systems.

Evaluation Criteria
The Contract will be awarded on the basis of the most economically advantageous tender. In assessing tenders, the evaluation may be based on a single criterion. Evaluation may also be completed on the basis of a price fixed by PHECC. Criteria and evaluation methodology used will be at the absolute discretion and judgement of PHECC.
