Governance Validation Framework (GVF)
The GVF is the quality assurance and improvement mechanism that underpins service provision licensing and is a 3-year quality assurance assessment cycle.
Setting and implementing standards and monitoring of compliance are important levers in driving improvements in quality and safety in healthcare. The Pre-Hospital Emergency Care Council (PHECC) developed the Governance Validation Framework (GVF) to further enhance patient safety, improve the quality of service provision, and provide PHECC with the assurance that its Licensed CPG Providers are operating in line with PHECC rules and requirements for their recognition.
The aim of the GVF is to establish a continuous cycle of internal and external validation of Licensed CPG Providers. The GVF facilitates the assessment of the quality of care delivered by Licensed CPG Providers to identify what is working well and what requires improvement through an on-going process of evaluation assessment and continuous quality improvement.
Designed to be compatible with existing national healthcare improvement standards, the GVF contains 43 Standards under the following 6 Themes:
Person Centred Care and Support
The identified Standards under Person Centred Care and Support focus on how the Licensed CPG Provider places the patient at the centre of their delivery of care.
Effective Care and Support
The identified Standards under Effective Care and Support focus on how the Licensed CPG Provider delivers best achievable outcomes for patients, reflecting best available evidence and information.
Safe Care and Support
The identified Standards under Safe Care and Support focus on how the Licensed CPG Provider avoids, prevents, and minimises harm to patients and learn from when things go wrong.
Leadership, Governance and Management
The identified Standards under Leadership, Governance and Management focus on the Licensed CPG Provider’s arrangements for clear accountability, decision-making and risk management as well as meeting
their strategic and statutory obligations.
Workforce
The identified Standards under Workforce focus on the Licensed CPG Provider’s arrangements for planning, recruiting, managing and organising a workforce with the necessary numbers, skills and competencies.
Use of Information
The identified Standards under Use of Information focus on how the Licensed CPG Provider uses information as a resource for planning, delivering, monitoring, managing and improving care.
