Qualifications Assessors Panel

PHECC, as the competent authority, is obliged both by statute and EU Directive to facilitate and process applications from individuals seeking to have their professional qualifications obtained overseas, recognised in Ireland. Successful applicants are awarded an NQEMT qualification and permitted to apply to join the PHECC register.


The process is guided by Council policy and up until recently has been conducted by the PHECC executive. In September last year, expression of interest was invited from suitably qualified persons, namely advanced paramedics, who had completed UCD MSc in Emergency Medical Science. Three persons successfully completed a training workshop in October, during which the legislative background and other relevant material was explored including the European commission’s Code of Conduct for national administrative practices falling under Directive 2005/36/EC. Since then the assessors have reviewed and successfully evaluated many applications. This work has been closely monitored by an experienced assessor in order to share knowledge and experience and maintain continuity.

Exploiting the expertise of practitioners who are leaders within the Irish pre-hospital emergency care profession was a logical step and consistent with best practice internationally. PHECC is delighted with the efforts of the panel to date and is confident that they will start to work as independent expert assessors in time.
