CFR Smart Phone App

Throughout the country there are many trained Cardiac First Response (CFR) responders who are largely under utilised. Members of voluntary organisations, community responder groups and trained individuals are restricted in their scope to contribute to the EMS service-provision nationally due to lack of coordination and accessibility. The recent publication of the response times report by HIQA Pre-hospital Emergency Care Key Performance Indicators for Emergency Response lays down standards for response times which, for the first time ever, record CFR response. Currently there is no system available to facilitate the activation, control or response-time recording of CFRs.


Proof of Concept Proposal

It is proposed to develop a smart phone application to address this system deficiency. The CFR Smart Phone App will consist of a web application designed for CFRs interfacing with any smart phone, i.e. iphone, android phones etc. It will allow the Command Control and Communication Centre (CC&CC) to know who is responding, when and where they are responding. The system will allow Fleet Managers to measure response times of the CFRs by means of a web-based reporting system (Tracking Avl Website).
 

Project Overview

The user will select the app on their smart phone and login using their username and password. Once logged in the user will give details of their name, location, availability time and radius (the area which they are available to respond to), which will then be recorded in the system. This ‘availability information’ will enable CC&CC to send a text message to the CFR in the event of their availability data matching an incident.

The following buttons will be displayed on screen on the app:

• Mobile • At Scene
• 999/112 • Clear
• Report • Logout

Mobile:

 The CFR will press this button when the Responder is mobile and on way to the scene.

Action: 

The time and their GPS location details are sent back to the C&CC Server

At Scene: 

The CFR will press this button when the Responder arrives at the scene. 

Action:

The time and their GPS location details are sent back to the CC&CC Server

999/112:

The CFR will press this button when they need to call the emergency services / backup.  
 

Clear: 

The CFR will press this button when no longer needed at the scene.

Action: 

The time and CFR details are sent  back to the CC&CC Server

Report:

The CFR will press this button on completion of the scene report (CFR report).

Action: 

The time and CFR details are sent back to the CC&CC Server

Logout:

The CFR will press this button when no longer needed at the scene.

Action:

The time is sent back to the CC&CC Server
