Update on PHECC Council Rules

Council rules regarding teaching faculty requirements are primarily outlined in the relevant sections of the 2007 Education and Training Standards. Since then, much clarification has been sought by applicant training institutions about the faculty requirement for their application for recognition of institution and courses. Faculty requirements have been summarised in Table 1 below.


Council, at its meeting in September, approved version 3 of a paper entitled “Update on Council Rules for Recognised Institutions, Courses and Teaching Faculty as per the 2007 Education and Training Standard”. This paper is available to download at www.phecc.ie or by email to info@phecc.ie.

This paper must be read in conjunction with existing Council Rules published in the 2007 Education and Training Standards, in summary however, the main amendments in the revised rules are as follows:

  • CFR practitioner level provider and instructor courses are aimed at registered healthcare professionals. Council recommends that all CFR practitioner instructors and healthcare professionals maintain competency in all the required CFR practitioner skills taught, in particular the use of a BVM. It is accepted that some non-healthcare professionals will become CFR practitioner instructors. Council also recommends that non-healthcare professionals who are not CFR practitioner instructors consider seriously that CFR responder level is more appropriate because of the concern about maintaining competency in all the required CFR practitioner skills.
 
  • records pertaining to the appropriate education and experience of CFR instructor trainers and EFR instructor trainers are maintained by the recognised institution
  • CFR instructor trainers, assistant tutors and tutors (also educators and facilitators) must maintain certification in CFR at provider and instructor levels if they are to teach certified CFR courses
  • there is no requirement for EFR provider and EFR instructor recertification for assistant tutor and tutors (also educators and facilitators)
  • an assistant tutor can train and recertify EFR instructors and CFR instructors
  • an assistant tutor may be course director on an EMT course
  • other subject experts can teach on a recognised course (CFR, EFR and NQEMT courses) but are approved and monitored by the course director
  • educational awards: assistant tutor, tutor, educator and facilitator will
