REF FTP_02:  Expressions of Interest Invited for Advice and Assistance in Processing Current PHECC Fitness to Practise [FTP] Cases

 

Overview

 

The PHECC Registrar retired at the end of 2021.  At approximately the same time a potential legal challenge to PHECC’s Fitness to Practise policies and procedures halted progress in FTP and potential FTP matters.  Following expert legal advice regarding the interpretation of the Zalewski case ruling, PHECCs process has since resumed.

PHECC are now seeking the services of an expert in FTP processes to assist with progressing current and potential FTP cases in the system.
At present there is 1 case at FTP stage and a further 4-5 cases waiting to be presented to the Preliminary Proceedings Committee.
The appointed expert will be required to review current cases and assist in the preparation of the cases for presentation to the PPC and FTP committees.

Independent legal advice will be made available where required.

In order to facilitate the review, the expert reviewer will have full access to all relevant FTP documentation/files and thus will be required to sign a confidentiality/non-disclosure agreement with PHECC. 

Successful Applicant Requirements

The successful applicant must have.

  • A detailed working knowledge of current healthcare Fitness to Practice processes and procedures.
  • Experience of participation Fitness to Practise proceedings.
  • An understanding of the legal basis of FTP proceedings.
  • Experience of healthcare regulation.
  • Experience in carrying out and writing high reviews level reviews of a similar nature.
  • Experience of writing and implementing policies and procedures.

 

Project Duration

The expected duration of the project in the number of days’ work is not known at this stage. Given the degree of urgency associated with this project, PHECC are keen to proceed as soon as possible.
