Clinical Information Management

The Pre-Hospital Emergency Care Council protects the public by independently specifying, reviewing, maintaining and monitoring standards of excellence for the delivery of quality pre-hospital emergency care for people in Ireland.

To fulfill this commitment we develop and support the national implementation of EMS clinical information standards and associated patient reports. PHECC has published a Council Policy for implementation timeframes for clinical information standards.  

Clinical Information Standards

The information standards regulate the patient data which is collected by practitioners in all pre-hospital emergency care Licensed CPG Providers in Ireland; statutory, private, auxiliary and voluntary. The information standards include completion criteria for the PCR, definitions for all data elements and the data entry format.

Clinical Record Management

Health is information-intensive, generating huge volumes of data every day. A significant amount of time is spent handling information, collecting it, looking for it and storing it. Safe reliable healthcare depends on access to, and the use of information that meets the appropriate clinical data management standards, in addition to complying with the General Data Protection Regulation (GDPR) (Regulation (EU 2016/2017) and Data Protection Act 2018.

 

The GDPR is a framework that sets guidelines for the collection and processing of personal information for individuals who live in the European Union (EU). In line with the implementation of the Regulation, it is incumbent on the user organisation, whether that be a Licensed CPG Provider or RI/ATI, to liaise with their Data Protection Officer for the purpose of the management of the patient’s data. Council has published a PHECC Patient Report Usage Policy which advises on Terms and Conditions for use of Patient Reports, Principles of Data Protection and Guidance on Minimum Retention Periods.

Clinical Audit Standard

For clinical audit to be effective it requires commitment and support by the Licensed CPG Provider. Every Licensed CPG Provider should implement a clinical audit strategy supported by a clinical audit policy which will set out the procedures for the conduct of clinical audit within the CPG Provider.

We wish to acknowledge the Quality and Patient Safety Directorate, authors of the Guide, for permitting PHECC to adopt the "Practical Guide to Clinical Audit" as the PHECC Clinical Audit Standard.
