Review of Emergency Ambulance Crewing Model
The Role of PHECC
The Pre-Hospital Emergency Care Council (PHECC) is an independent statutory body who set the standards for education and training for prehospital emergency care in Ireland.
PHECC is the regulator for Pre-Hospital Emergency Care in Ireland and our role is to protect the public. PHECC publish clinical practice guidelines (CPGs) and recognise institutions to provide pre-hospital emergency care training and education. In addition to maintaining a statutory register of practitioners PHECC also approve Licensed CPG Service Providers to deliver pre-hospital emergency care and to implement CPGs.
PHECC is advised and assisted by various Committees and working groups which includes the Research Committee.
Title
The PHECC Research Committee are seeking expressions of interest to carry out a review of existing data in relation to emergency ambulance crewing models.
Role
In 2018, through the Centre for Pre-hospital Research in UL, a research project was completed on ambulance crewing models deployed internationally. Expression of Interest (EOI) relates to a suitably qualified and experienced candidate, to carry out a short research project, to update the previous work done. It is envisaged that the research project should compare data internationally and identify existing models and any trends that are found. The project will help to inform PHECC Council deliberations in relation to the minimum crewing model for emergency ambulances.

Roles and Responsibilities
An overview of the research project will be focussed on, at initial engagement with the successful candidate.
Time Scale
The successful candidate should be able to commence the project immediately, with a view to having it complete within two months.
Conflict of Interest
This role requires integrity and sensitivity in dealing with confidential matters. Successful applicants must maintain the confidentiality of information about applicants and pertinent stakeholders on the application documentation.
Personal or professional relationships with Council or Committee members, Recognised Institutions and/or licensed CPG providers, or with PHECC staff, may be perceived as a conflict of interest and should be declared on application.
Successful applicants will be required to sign a confidentiality agreement and immediately declare any conflict (or perceived conflict) of interest regarding any assigned assessments.
Failure to declare conflicts of interest may lead to termination of the contract that has been formed.

Applicants will be required to submit a cover letter of application describing how their skills, experience and research capacity meet the requirements of the role and a current Curriculum Vitae should be included. Applicants should also identify a Price Schedule based on the project deliverables.
