Register Practitioner Panel – Formation

On completion of the Register Survey (Dec 2006), registered practitioners indicated their preference for a Screening Interview process to be conducted in order to select practitioners to represent the profession and that this Screening Interview process would be combined with an election where required. Once elected these practitioners would receive training and form the practitioner panel from which the Committee and Sub Committees of Fitness to Practise would be formed. These interviews were conducted on the 21st and 22nd May and 12th and 13th July.

Interview Board

The composition of the Screening Interview panels were as follows;-

  • Mr Sean Creamer, Council Member (Advanced Paramedic)
  • Mr Terence Moran (Patient Focus representative)
  • Dr David Janes (Medical representative)
  • Mr Paddy Trehy (Industrial Relations representative)
  • Mr Pat Grant (HSE Employers representative)
  • Mr David Sherwin (DFB Employers representative)
  • Mr Ray Bonar (HSE Employers representative).

The screening panels were universally impressed with the calibre, dedication, professionalism and commitment of all the practitioners who participated in the interview process. The standard was extremely high and it was a credit to both the individuals and the Ambulance Services involved. In addition to this the panels also submitted a draft outline of the key points to be covered in any training programme which would be conducted.

An analysis of the results indicate that there may be a requirement to conduct a ballot in the HSE Administrative Areas - Dublin Midlands, HSE Administrative Area - West and DFB Dublin Metropolitan areas. Currently there is provision for 3 representatives from each HSE administrative area. In the areas where an election may be required should all of the individuals wish to go forward for election then a postal ballot will be conducted to select the individuals whose names will then be entered on the panel.

There is no requirement for an election in HSE Administrative Area - Dublin and North East and HSE Administrative Area – South and the individuals currently listed will go onto the panel automatically.

Returning Officer

Declan Duffy, Paramedic, who has wide experience in the area of state and local government elections, has been selected to undertake the duties of Returning Officer should there be a requirement to conduct any elections. Registered practitioners will be invited to attend and witness any counting of ballots.
