The Pre-Hospital Emergency Care Council is the national body with responsibility for standards in pre-hospital education and training.
One of the main functions of the Council shall be to:-
- conduct examinations leading to the award of the N.Q.E.M.T. at the level of competence of emergency medical technician, paramedic or advanced paramedic, as the case may be.
- award the N.Q.E.M.T to such persons as have completed a recognised course in a recognised institution and have passed the relevant examination conducted by the Council pursuant to sub-article (b) of this Article.
NQEMT
N.Q.E.M.T. means the National Qualification in Emergency Medical Technology at the level of competence of emergency medical technician, paramedic or advanced paramedic as the case may be.
Responder Level
There are 3 education and training standards for emergency care responders:
- Cardiac First Response (CFR)
- Emergency First Response (EFR)
- Occupational First Aid (OFA) Certificate (A Health and Safety Authority (HSA) Standard).
Examiners
PHECC examiners shall be recommended by any Medical, Nursing or CPG Approved Organisation and must be a Registered Medical Practitioner, a Registered Nurse or on the PHECC Register. If a doctor, he/she must be at least Registrar level, it would be desirable to hold a postgraduate qualification.
Examination Quality Committee
The Examination Quality Committee is a subcommittee of the Accreditation Committee and will review examinations and examiners as outlined in the NQEMT Examination Policy Document.
Question Approval Group
The Question Approval group is comprised of EMS tutors and operational practitioners who have received training in the identification of good quality examination content:
- 6 group members have been directly nominated by institutions
- The remainder are operational personnel, nominated by the PHECC registrar
- All have received training in identifying acceptable question content
